Reasons why we believe Venezuela can be considered as such, and what the implications of this are for this turbulent Andean nation as a regional hub of crime. The infiltration of so many institutions by criminal elements—and the fact that these institutions constitute the main organs of the state—means that Venezuela cannot even stop organized crime, much less combat it effectively.

La penetración criminal en tantas instituciones y el hecho de que estas constituyan los órganos principales del Estado, significa que Venezuela no puede ni siquiera detener el crimen organizado, mucho menos combatirlo con eficacia.
