Thus, the BCV’s balance sheet includes non-circulating Cuban bonds—promissory notes from the National Bank of Cuba, Ecuador, and Argentina—and, in recent years, debt from PDVSA and the Republic.

El Banco Central de Venezuela falsificó reportes de Reservas Internacionales …El concepto de reserva internacional está signado por su capacidad de constituirse, con el menor costo posible, en liquidez para pagos internacionales y de uso inmediato, flujos de capitales y comercio., porque los sistemas de pagos internacionales es dinero contante y sonante en cuentas del Banco Central.
El objetivo de quienes manejan el BCV, es evidentemente dirigido a maquillar el balance de esa institución. Así en el balance del BCV se podrán ver bonos cubanos que no circulan- pagarés del Banco Nacional de Cuba, Ecuador, Argentina, y en los últimos años deuda de PDVSA y la República.
